It is possible to get a UK driving license on a student Visa. It is more awkward than if you were a UK citizen but it is possible. For more information visit www.dsa.gov.uk. They should have more answers on their website, if not give them a ring.
It is possible to trade your UK driving license with a United Arab Emirates one upon arrival. There will not be another test needed, but may take some time.
